California's first State-approved and Nationally Accredited Alcohol and Drug Counselor Certification Program.


SACRAMENTO (August 2006) – The Registered Addiction Specialist (RAS) credential program of Breining Institute has earned national accreditation by the National Commission for Certifying Agencies (NCCA). This is the first – and currently only – nationally accredited alcohol and drug counselor credential recognized by the State of California under new counselor certification regulations that went into effect last year.

"ADP's counselor certification regulations reflect the importance of the health and safety of individuals who seek treatment and recovery services in ADP licensed facilities and certified programs. NCCA has been an accrediting body for over 25 years, and is the national leader in setting quality standards for credentialing organizations. There has to be a level of oversight, monitoring, and accountability for a certifying organization to validate its competence and this requirement has been met by your organization by obtaining NCCA accreditation.

Recently enacted State of California law mandates registration and certification of individuals who provide counseling services in an alcohol or other drug programs. The Regulations specifically named ten counselor certifying organizations - one of them being Breining Institute - for the purpose of certifying and credentialing alcohol and drug counselors in California.

The Regulations also require that the approved certification agencies become accredited by NCCA no later than April 1, 2007. The only State-approved certification agency that has also become nationally accredited at this time is Breining Institute.

Pleased with the accreditation that coincides with Breining Institute’s celebration of 20 years of providing training and education to the addiction professional, Kathy Christopher, Dean of Academic Affairs for Breining Institute, said “NCCA accreditation of the Breining Institute counselor certification program is recognition of our on-going commitment to provide a consistent standard of higher education, training, testing and certification of professionals working in the field of addictions.”

Established in 1986 in Sacramento, California, Breining Institute is a private college – approved by the State of California Board for Private Postsecondary and Vocational Education – that offers certificate and degree programs in the study of addictive disorders, to both On-Campus and Distance Learning students all over the country. NCCA is the accrediting body of the National Organization for Competency Assurance (NOCA), which was established in 1977 to establish accreditation standards, evaluate compliance with these standards, recognize programs and organizations which demonstrate compliance with the established standards, and to serve as a resource on quality certification. Before conferring accreditation, NCCA conducts a comprehensive review of the certification agency's procedures, protocols and operations to determine whether the certification properly evaluates those who are qualified and those who are not qualified to be awarded the respective credential.
